Filing Officers

Filing officers play an important role in helping to ensure provisions of the Political Reform Act are effectively and efficiently administered. To achieve this goal, the officers are required to perform specified duties under the Act, including providing public access to disclosure statements, following up on those who fail to file, and reviewing filed statements for errors and omissions.

Campaign filing officers must supply the necessary forms and manuals prescribed by the FPPC. The FPPC prepares informational manuals on the campaign disclosure provisions of the Act and the campaign disclosure forms required to be filed by all campaigns in California.

The Political Reform Act prohibits a public official from participating in governmental decisions in which he or she has a financial interest that may be materially affected.

The FPPC is pleased to continue its program to approve and certify electronic filing systems for Statements of Economic Interests (Form 700). Agencies that participated in an e-filing pilot program reported several benefits, such as lower administrative costs, more accurate reporting, and an increase in the number of statements filed on time.

The FPPC offers a variety of training opportunities to provide the necessary tools to ensure transparency in campaign finance reporting and conflict of interest disclosure.
